		<description><![CDATA[Just when we thought that the Philippines were the only country being hacked for the past weeks there goes the hijacking of  Spain&#8217;s official site early this 2010. In the EU&#8217;s site, Jose Luis Rodriguez Zapatero&#8217;s photo were replaced by Mr. Bean&#8217;s photo with a text: &#8220;hi there!&#8221; Zapatero is the Prime Minister of Spain.

It is changing the Constitution which they termed as, charter change or “Cha-cha” in the Philippines.  If by chance, the Amending of the 1987 Constitution would push through, President Arroyo would still say in power further than 2010. On the other hand, the President has assured that there is going to be a 2010 election, but she never confirmed it to be in a Presidential Form, which means there is a chance that the incumbent President will become a Prime Minister if the Constitution is amended.]]></description>
