Would You Go for Charter Change?

There had been rumors about the upcoming State of the Nation Address (SONA) of President Gloria Macapagal-Arroyo, would not be the last. However, according to television news yesterday, the DA, will make sure that the upcoming SONA of the President this year would be her last SONA.

What would be the reason a President could extend her term? It is changing the Constitution which they termed as, charter change or “Cha-cha” in the Philippines.  If by chance, the Amending of the 1987 Constitution would push through, President Arroyo would still say in power further than 2010. On the other hand, the President has assured that there is going to be a 2010 election, but she never confirmed it to be in a Presidential Form, which means there is a chance that the incumbent President will become a Prime Minister if the Constitution is amended.

There have been several attempts in changing the constitution since the reign of Philippine Presidents: Ramos, Estrada and now, under the term of President Gloria Macapagal Arroyo. This current attempt of changing the constitution has come up with a proposal of changing our present Government into a unicameral parliamentary form of government.

 On July 30th of 2009, President Gloria Macapagal-Arroyo is said to have a meeting with the United States President Barack Obama. There have been speculations that the incumbent President’s meeting with Obama might be an opportunity for her to gain Obama’s support in their intention of amending the constitution. Through the amendment of the 1987 constitution, there is a possibility of that US can be allowed to open military bases again.
